On 29th January, Post Offices were given written instructions "NOT TO SELL THIS ISSUE UNTIL FURTHER NOTICE". No reasons were given. Since 19th March , Post offices have been selling the stamps for general use as the embargo on their sale has been lifted.
As could be expected, not every branch was aware of or read the instruction not to sell the stamps on 30th January, and some stamps were sold on the date indicated on the posters at a couple of smaller offices. At most offices however, the sale was prevented by non-acceptance by the system of the printed barcode in the margin of the sheet.
Very few First day covers were produced, as it was assumed that the official covers would be put on sale within days. The sale of the official covers has now been authorized, and the official pre-printed covers were placed on sale from 19th March, without some endorsement indicating the later issue date.
A small number covers were privately produced on the day of intended issue, unfortunately limited by the small numbers of sheets circulated to individual Post Offices. Commercially used copies with this date have been recorded from Bloemfontein and Witspos.
