I googled it and seems to be from WWII era?
It is a line thrower activated by a flare etc.
More read ups seems it would have been used in war etc. to get lines across from one boat to another.

British Schermuly Line Thrower
This rocket propelled line thrower was invented by William Schermuly and built circa 1920s. The left side of the brass frame is marked "SCHERMULY'S / PAT. No 503324" with "S4" stamped over the patent number and the right side of the frame has the double stamped serial number. British proofs are stamped on the left side of the barrel and frame. Fitted with two-piece grips.
