This coin seems to be incorrectly graded as a Proof coin because the brilliant cartwheel luster reflected on the coin is typical of a very high grade uncirculated coin. It looks like a perfect UNC coin to me, being misinterpreted as a proof coin. My opinion but judge yourself by the pictures.
