Hi V
Looking at the coin on the FDC at the bottom of the Union Building there are steps leading to the entrance and can be clearly seen on the larger majority of the Inaugural coin. The die sometimes became dirty and this resulted in some coins having PARTIAL steps and in some rare cases NO STEPS minted. When you look at the scan on this coin you will notice that there are no steps at all. Please let me know if this is a satisfactory answer to your question. Thanks. K
