I bought a panel from a guy and the open circuit voltage (Voc) was specified as being 44.8v .( Specified on the specification label on the unit). Tested with a multimeter in full sunlight without a load or anything connected to the panel I get a reading of +- 19VDC ,does this sound correct to you or is this panel defective. The panel is rated at 260 Watts.

There could be various factors influencing this but remember this is not a true reflection of the panels performance, it would be better to test it at maximum load with a load of known resistance then measure the actual voltage and current it delivers.
Bear in mind though that there are various environmental factors that affect performance. Specifically the angle of the panel to the sun and the time of day you're performing your tests
