Hi. 32 Bit supports only up to 3GB Memory, while 64 Bit supports high capacity memory such as your 8GB, 16GB and 32GB memory (the maximum your memory supported by your pc motherboard).
The memory for these machines is quite expensive, i must say. You will need 3 x 2GB memory chips which are DDR2 for Dell and each one costs about R500.

I have another Dell GX620 which is a tower version, so it can use your card. But i will only accept at least R2200 for it. It has a new 500GB seagate hard drive and a new DVD writer. Also Win 7 Pro 64 Bit
It wont work.. Do you have a SCSI hard drive that you want to use?
I have an HP DL380 G4 rack server (with 2x Dual Core Processors), which takes SCSI drives (currently has 2 x 72GB SCSI drives - takes 6 or 8 drives i think). I will put it up for the Weekend Special auction if you are interested in it.
